rating as efficient
1. Must give to the employer a return on his
investment and to the employé a fair living
wage.
2. Must insure sanitary, healthful and stand-
ard working conditions.
3. Must insure a fair state of permanent co-
operation between employer and employé.
This would normally result from the main-
tenance of 1 and 2.
It is then the first duty of Scientific Management
to establish, maintain and insure these funda-
mental working conditions. This it is bound to
do, because in actual practice the maintenance of
the entire system and the enjoyment of its ad-
vantages depend upon the employés being satis-
fied with their pay; working conditions being
standard; and co-operation existing between all
members of the organisation. For example, A
