Mr. Francis Fox, M.Inst.C.E., whom the Dean and Chapter of Winchester had
appointed, at the suggestion of the Marquess of Winchester and Mr. Jackson, to
collaborate with the latter gentleman, at once gave this difficult problem his careful
thoug’ht. His experience of bad and dangerous foundations suggested all kinds of
methods, but at last he came to the conclusion that the aid of a Diver was the only
solution of the trouble.
