In order to avoid merchandise to be conveyed out from or into the Free Port without proper custom-house visitation
the Free-Port territory is enclosed by a fence. At all entrances, from the land side and at the principal entrance from the
sea to the Free Port custom-house buildings and watch stations are provided. The custom-house buildings are supposed
to be arranged in such a manner that the goods to be cleared immediately, for instance goods transported by trucks, may
enter the building from one side and leave it from the other side which is then situated outside of the fenced area, and du-
ring the passage across the building the goods are subjected to custom-house visitation.
Electricity, Water Supply. Sewers. Renewal of the Water in the Harbour.
A supply of electric current must be provided for lighting the streets and warehouses and for operating the cranes etc.
of the harbour. It is not intended to construct any special electricity works at once, but later on it will be preferable to
build a power plant for the Free Port.
In order to supply the various parts of the harbour with water a net of water pipes should be laid and divided into
various zones. The necessary number of fire hydrants must be provided, and the magazine building should be fitted with
automatic sprinklers.
The streets of the harbour are drained through gutters and sewers entering into main sewers leading to the sea. For
industries producing great quantities of liquid waste special large sewers should be provided leading similarly to the sea.
A certain automatic renewal of the water in the harbour will be effected automatically by way of the watercarrying
sand layers, but it will further be necessary to provide a renewal of the water by the construction of submerged concrete
ducts from the Llobregat river to the harbour basins.
Communication across the Harbour Inlet.
According to the conditions of the competition the promenade „El Paseo Maritimo” has to be continued across the in-
let of the inner harbour. The connection here provided must absolutely not cause any obstruction to the navigation and,
at the same time, all reasonable attention should be paid to the continuity of ,,E1 Paseo Maritimo” which will be such a
unique promenade along the Mediterranean coast.
Here we have outlined several proposals, partly fixed high-level bridges with a free height below the bridge of nearly
200 ft., partly lift bridges having only to be moved when especially large ships are passing, partly suspension ferries and
finally tunnel schemes.
The cheapest solution is undoubtedly a suspension ferry, but this solution is perhaps not entirely satisfactory. A tunnel
is ideal from the shipper’s point of view, but involves certain inconveniences to the traffic on „El Paseo Maritimo”. A high-
level bridge requires very heavy grades to be overcome, while a lift bridge to some extent causes the land and sea-traffic
to interfere with one another.
The estimated cost of the various projects at their several stages of construction varies from about 75 million pesetas
