for the first stage according to the cheapest project to about 500 million pesetas for the complete harbour construction, but all our estimates are based on the assumption that the protecting works are to be built to their full extent at once, even in the case of the cheapest project. From remote times the inhabitants of Barcelona have been busy with trade, navigation and industry, and Barcelona has formerly as well as now been at the head, when new roads are to be cleared. As early as about the year 1300 ships up to 2000 tons were built at Barcelona, and trade flourished owing to the untiring initiative and courage of the citizens. Barcelona was the first city in Spain to form marine-insurance companies, and the first sea-laws were created in Barcelona during the middle ages. By taking the initiative of building a Free Port the „Consorcie del Puerto Franco de Barcelona” has beautifully upheld the traditions that made Barcelona the flourishing seaport of Spain and the Mediterranean. In its present modernized state the harbour is fully up-to-date, which is also proved by the increased traffic, but this very increase of trafic shows evi- dently that an extension of the harbour is highly desirable. Given the eminent site of Barcelona a modern Free Port with all its accessories will certainly possess the most excellent chances of creating new progresses of commerce and industry.
